I don’t know, but only the Governor is authorized to call a special session, and he will say it was the General Assembly that let the state crash and burn by failing to pass a budget. I’m guessing that when August rolls around and all the kids are still hanging around the house because the state universities are closed, Bevin might start feeling a little heat.

Hopefully the heat will start in the summer when people start visiting trashed out state parks. It takes a lot of work to keep them running and presentable. If no one is there to watch the parks, they’ll get vandalized to shit in no time. It happened in MN during a two-week shutdown.
