I just thought of something- do artists/publishers have the right to decide who they can licence their work to?

For example, if there is a published list of costs, etc,. can an artist say, ‘Well, my stuff for use repro is published, but I don;t want to sell the rrights to you because…”

All I can say for certain is that I know Rand Paul would like it to be that way!
