Quickly I would say a restaurant yes since it is open to the general public (i.e. children) and food is an essential need. A bar is generally for adults only and liquor is not an essential need so no on the bars.

Sadly, Portland bars are now smoke free. :P

Not a HUGE deal to me, I don’t smoke tobacco, but still sorta bums me out. it does have the unintended consequence of making it easier for me to get up at karaoke, because everyone’s smoking outside when their name is called :D
