Yep. There are still counties here in Texas that are completely dry. Most of them are a combination of wet and dry, with parts of them not allowing alcohol and others permitting it:

It’s an old KY joke—Christian County is wet, Bourbon County is dry. (Bourbon might have relaxed since I was there.)
