And that base is, what? At best, about a third of the electorate? Admittedly, it’s a hard-core, immovably prejudiced and reflexively partisan third (who leverage their minority status by reliably bloc-voting in large numbers every election): but a minority still: who maintain a grip on national (Congressional, Executive) power as much through the apathy/disinterest of the opposition as by the popularity of their ideas.
