Exactly - I don’t think this is incompetence at all. It’s deliberate. They knew this shooting was bad, so they filed these totally uninformative reports to avoid putting anything on the record.

The smell of corruption is getting overwhelming.

Lawrence O’Donnell predicted early on that there would be no incident report and speculated that it would be due to legal advice.

Educated guess: possible reason they didn’t release shooter’s incident report—he didn’t write one on advice of his lawyer. #Ferguson

So, there are no initial statements to compare any later story to. I do believe he has been questioned by now, so there should be a deposition somewhere.
