Yes, and he is also Neo in the Matrix, and every single subordinate in his administration is wetware jacked directly into his consciousness, so he has absolute knowledge of everything that is happening inside everyone’s head, and he can move at the speed of light.

Also, he’s the president, which means he has no responsibilities whatsoever besides doing damage control for the USDA. Why, I’d love it if he were to drop whatever he were doing right this instant, no matter how important, and make damn sure that that nice lady gets her job back right now at 8:40pm pacific as opposed to tomorrow morning.
