It appears that he did indeed poach, since his “expert guides” tied a dead animal to a vehicle, lured Cecil out of the preserve to a baited/scented area of a farm where the owner (one of the “experts”) did not have a permit for hunting.
To make matters worse, the dentist shot him with a bow, didn’t kill him, then spent 40 hours tracking him before finally shooting him. Then, they all suddenly “notice” that very obvious tracking collar on Cecil and attempt to destroy it; skin and behead the lion and leave the carcass.

The dentist is an asshole.

If all is as you say, major asshole. Also perhaps subject to criminal charges.
