I should also say the reducing the number of guns in our society would certainly lower our homicide rate even further. Whether it would dramatically lower the violent crime rate further is another issue, but I very much doubt it could hurt.

The entire point that Obama is making is that we should be looking at every reasonable option when it comes to statistically reducing harm, just like we did with the environment / clean air and water, just like we did with transportation and workplace safety, and just like we do with all other consumer goods.
