I believe this is the same bill that Schumer is trying to get through using Messages Between the Houses (which can get to the floor of the Senate without 60 votes, and _could_ be passed with a carveout to ignore the filibuster for this bill.

But would Manchin and Sinema go for a carveout? That’s the problem.
