Fact is Blago hasn’t been indicted and the Illinois legislature refused to ram through a law taking the appointment away. The Senate can vote to expel a member but they’d have to seat him first.

How can the senate vote to expel a lawful appointee, yet allow Ted Stevens to finish his term?
