It’s a quote from Samuel Taylor Coleridge’s The Rime of the Ancient Mariner. The full rhyme is:

Water, water, everywhere,
And not a drop to drink.
Water, water, everywhere,
And all the boards did shrink.

The context of its use is waterboarding, though.
