To say that “God created marriage” is another form of intelligent design.

And the cause and effect relationship is this: fundamentalist American Christians wish for “God created marriage” (and “God said this or that”) and thus there was “intelligent design”.

That is, the desire for the social order to be what they want is the motivating factor for coming up with schemes such as “intelligent design”.
