That makes it the second-worst (maybe the worst*) arson death toll in modern Japanese history (post-WWII).

*the reason for that is that there was a residential building fire in 2001 in which 44 died, but to this day, Japanese authorities have never been able to determine whether it was intentionally set or an accident.

It’s already being called by some the single biggest mass-murder incident in post-war Japan. For comparison, the Tokyo Sarin attacks by Aum Shinrikyo possibly affected up to 6k, but the death toll itself was 13.
