That nation states go to war with each other, sometimes for no perceivable gain, sometimes just for advancement is not something predicted in his theory.
Which is why he invents the idea of the social contract bewteen the Prince and the governed…and further posits that if the contract be broken by the Prince then the people do not owe him or her allegiance any longer. Again, this was a major feature in our own Revolution as far as justifying our break with the Crown.
Hobbes has a blind spot with respect to the innate ability of a Prince to govern, but I think he understood that any human governance would have limitation of course.
