It’s not even about prostitution (which should be legal anyway) - it’s about whether a cop acting on a call about alleged public sex is acting on a whim (regardless of whether prostitution is involved). I don’t think she necessarily does, and I don’t think asking for an ID is necessarily abusive in such a situation. In general.

In this particular situation the cop quickly became abusive. But I’m not sure the initial action (asking for IDs and very briefly detaining the couple after the refusal) was in itself abusive.
