The Congressional Record is regularly amended and changed by members to suit their whims. They can correct the record as they see fit - and frequently do as per the rules that allow members to revise and extend their remarks.

Well just because it is accepted practice doesn’t make it right to lie on the floor of the senate and then erase the lie in the official record.
So anyone can just say whatever the hell they please, even knowingly lie, during a debate on the issues and get away with it. That sucks.
