It did. Washington has usually held caucuses for its Presidential votes, but in 2016 the state legislature approved primaries. The Republicans agreed to bind their delegates in the primary; the Democrats decided to hold their caucuses on March 22, leaving the primary as a “beauty contest” with no delegates attached.
