The founding fathers deliberately created a system in which no one man had the power to do whatever he wanted. The blue dog democrats in Congress were only a little less conservative than the GOP, which absolutely refused to cooperate with the President at all. If Obama had insisted on a single payer universal health care law, it wouldn’t have passed, period.
