Actually that’s not the case.

Every proposed amendment which had a time limit had it as part of the proposed amendment itself.

The ERA is the only one in history which had a separate statute (extended once) to limit the time of ratification.

All that is required to remove the time limit is to repeal the statute.

There’s also a very strong argument that the time limit statute is unconstitutional. Article V, which covers amendments doesn’t say anything about time limits (which is why the time limit was included in prior amendments). In fact, the 27th Amendment was approved by Congress in 1789 but wasn’t ratified by the required number of states until 1992.
