Except if the child takes the drugs, she is committing a crime in that state and those who provide her the drugs could potentially be charged with murder.

And just what do you think they want to do to her or her helpers caught taking her across state lines? Have you not been paying attention?

We have crossed into a realm where everything is illegal. The idea is to find the methods that are least likely to lead to discovery, while still getting the desired outcome.
