Not if the meat is real meat and the cheese is real cheese.
However, if the “meat” is a veggieburger, it can be kosher, or if the cheese is fake, non-dairy “cheese”.

So if God had caused it to rain tofu burgers and Cheez-Whiz from heaven, the Israelites would have been a-ok eating it.
