The IRS is attempting to enforce the law as written by Congress. The TIGTA report found problems - and that they start with the law written by Congress and that the recommended solution is for Congress to fix the law.

Better training and clarified rules will help, and that officials in the Determinations Group need to clean up their act.

But it all goes back to Congress.

If it gets proven that they targeted certain groups, that is against the law. Isn’t that what these hearings have been about, trying to determine how that happened and who is responsible?
