Over at Strategy Page there is mention of the US removing the explosives from 500 and 1000 pound bombs and replacing the ‘boom powder’ with concrete.

It’d cut down on collateral damage, but I’d guess that having a half ton rock fall on you from 30,000 feet would still mess up the rest of your day.

very true.. US Air Force used concrete bombs extensively in urban areas of Iraq… and they worked extremely well.
