China doesn’t really need to spend more, considering that maintaining a conscript army is rather cheap. Most of their costs so far have been in stealing and then reverse-engineering other country’s designs before building cheap knock-offs. They’ve certainly taken the old saying “quantity having a quality all of its own” to its ultimate conclusion.
