OK, maybe it is just my inbred innumeracy keeping me from seeing the “answer” here, but maybe someone more math-savvy (i.e. probably anybody) can explain it.

49 dogs total.
36 more small dogs. (as I read it, 36 small and 13 large)
“How many more small dogs”??

Is the “stumper” that the answer is actually given in the question (i.e. “36”), or am I missing something?
