How do accents effect the reading of the Torah?

Does someone who normally speaks with a British accent sound different reading the Torah from a person from Alabama? Brooklyn? Jerusalem?

Or is it taught with the old pronunciations so that it is fairly uniform?

There are distinct differences in pronunciation between communities, although gradually they’re becoming more standardized. Also, yes, you can hear someone’s base accent to some extent. Some are more obvious than others.
