Well, at this point the USA can’t respond to anything because of its prior sins in Vietnam. Let’s look for another country, say, perhaps, Germany, Japan, China and Russia. Woops, not them. Have to count out most of Europe because of their prior forays. France was brutal to the Vietnamese prior to the big war. Guess it’s up to Brazil or Argentina. //
