That happened here in Toronto about twenty years ago when Mike Harris became premier.

He downloaded welfare to Toronto. He did not transfer any provincial funds to pay for this, nor did he grant the city any taxing power. “Here,” he announced, “this is your problem now.”

Between that and amalgamation of the separate municipalities that made up Toronto into a single city (to make things ‘more efficient’) we were in turmoil for more than a decade. Which was what he wanted. Like most cities Toronto is far more liberal than much of the province. With the chaos Mike Harris could rule unopposed.

So with that experience they elected Rob Ford? SMH….
