Roy Moore was a cross between Frank Burns and Col. Flagg
Nah, Burns was a Bible-thumper (at least, in the movie) and Flagg was the stereotypical virulent anti-Communist, but both were pretty feckless and incompetent.
Moore is basically a Bible-thumping Neidermeyer; in an odd way, that makes sense.
