The Puerto Rican Government could respond by saying they are buying plane tickets for every resident to the mainland and leaving the creditors holding an empty bag.

Perhaps the tr*mp/GOP plan for Puerto Rico is to depopulate it via poor response to a natural disaster, and then sell off the entire island to tr*mp or his cronies for a song.

tr*mp is essentially a real estate scammer, so this would appeal to him enormously.
