What I’m gathering from this thread is that yes, Trump COULD HAVE declassified any document he wanted. However, I was essentially correct - there is a procedure he has to follow in order to do so. There would be records of this procedure being followed. There are not. Therefore, these documents were still classified, and nothing he says or does can change that fact.
