Switzerland has no trouble implementing a wealth tax… Even if some assets get missed, so what? You can also offer bounties for whistleblowers that report unreported wealth.

The big problem is that direct taxes have to be apportioned by state population according to the Constitution. Income taxes were exempt from this requirement by the 16th Amendment, but not wealth taxes.
