Well, I would say that many hackers I have known check stuff out on 4chan or one of the other chans or anonymous hangouts. So if a hacker who hangs out at 4chan sees an idea there and then does that hack, is that an Anon hacker?

The Stuxnet hack is well-known, was publicized by traditional media as well, and that is the kind of attack this is. If the hacker saw the story in Wired and then decided to go for this, does that make this a Wired hacker?

It is a pretty random choice of location.

I would imagine they attack the weakest system so it’s really just a target of opportunity.
