Heritage and AEI are both trying to pretend they had nothing to do with/no knowledge of the thesis whatsoever. I call bullshit on both.

Who hires a Ph.D. without at least looking over their dissertation? Especially for something like public policy? Who grants money for a dissertation fellowship without knowing the topic?

They’ve taken the usual choice of being seen as incompetent rather than owning it.
