That couldn’t be January. Trees are fully out and no one is dressed for Jan in a DC winter.

Temperature for January 1968

In January 1968 the average high temperature in Washington, DC was 37.0F, and this was 7.9F cooler than the average of 44.9F. The hottest day in January 1968 was 30 January when the temperature reached 58.3F. Overnight the average temperature in January is 28.9F and in 1968 the average overnight temperature was 3.0F cooler at 25.9F.

The article was from back in January and included the photo, meaning it wasn’t from last friday.
