The implication in the cartoon is that the POTUS could magically fix a election dispute by some simple action, and I only wish it was that simple. One word of support for either side in the internal strife would be very dangerous.
Assume his words could rally the protesters, what could we realistically do if the government clamped down further ? Even if we assume half the country was protesting, the other half would rally round the government if the US stepped in to help.

The cartoon implies much more. Like, say, hypocrisy! Did you hear the POTUS’ speech today? New financial regulations across the board and a new agency to insure its regulations are adhered to. Doesn’t like to meddle? Please.
