Fraud isn’t an inefficiency, its a crime. Making cuts to force efficiency gains will do nothing to solve that problem.

I’d argue that fraud is both an inefficiency and a crime. A Medicare with fraud reduced would have more resources available to actually help people and would cost less to boot.
