So, utilities are suspending shutoffs for those who fall behind because of covid19 pandemic.
Why are they doing that normally? Because if they can do it here, then the policy of shutoffs is questionable to begin with. What if someone has a medical emergency and can’t communicate to the utility what happened? Loses a job?
Because while most of us will pay, there are plenty that won’t. There should be an easy way to say “Hey, I need to wait a week due to X” but there would be will people to take advantage of it.
OTOH, the fact that AT&T is suspending data cap limits at a time when data usage is going to go up does indicate that those caps are meaningless.
