No. Actually you can make a nuke that is every bit as “surgical” as any other bomb. That is, any explosion large enough to destroy a countries entire war making capabilities at one shot, is NOT going to be surgical. And that is what nukes are for. And it isn’t about whether we would actually use them. It is about what the enemy believesd about whether we would use them. That is why every other American pres. has hedged their bets by making no promises not to use them first or use them against those that don’t have their own. I agree we need to reduce stockpiles to what we actually need. After a certain point, its just silly, expensive and dangerous. But promising not to use them is tying your own hands for people who are just not that trustworthy.

OK. But when you talk about a “surgical” nuke, You could get the same effect with large conventional weapons;
