In fairness, most of the lunatics at Prison Planet also thought Bush was going to come after them in the aftermath of 9/11, and they thought Clinton would come after them before that. Jones and his band of idiots have been convinced that the gubmint is going to round them up and put them in concentration camps for well over a decade now.

The birther shit is just a new layer of crazy heaped over a bunch of long established paranoia and idiocy.

Personally, I think Jones saw an opening to become the new Art Bell. I don’t think he believes any of the schtick he peddles. Nobody who is that effective at getting his message out could be that devoted to it. The message is whatever the paranoia of the day is.
