Given this, I admit that I was technically wrong.
Current regulations reflect the long-standing policy of the Department of State that no person should be in possession of more than one valid, or potentially valid, U.S. passport at any time unless specifically authorized by the Department of State.
On occasion, the Department of State will make an exception to this policy for individuals who travel extensively and often for business purposes.
Of course, you didn’t know about this when posting the first reply, so this doesn’t excuse it, nor does this second passport bear any relevance to the Zimmerman issue.
