You commit a white collar crime in (lets say) New York City. Embezzled big bucks. You go to Panama to hide out. The FBI tracks you down and apprehends you. I’m willing to bet you’re Miranderized. If not, what happens when you’re on trial back here?
With or without the Panamanian Police help? The Panamanians are under no obligations to Miranderize you. Once you have been turned over to U.S. LEO, then yes, by law they are required to do so as you are then in U.S. custody and all Laws apply.
