They had the registered address thing here in Czech Republic, but they did away with it about 10 years ago. Now, you can use pretty much any address as your “official address”.

They still have the ID cards, though.

The registered address is also necessary to access public assistance, enroll children in school, register a car, get a telephone (even a mobile) sign a lease or employment contract, etc.

If the USA had this (a ginormous IF), it would greatly change the landscape for undocumented aliens.
