I thought PNAC document was written in the latter part of the Clinton years. I do agree that Bush came off as eager to finish his father’s legacy in regards to Iraq. To me what was fucked up about it was that we hadn’t even gotten close to finishing Afghanistan.

It was written Pre-2000. As best as I can remember it had nothing to do with installing democracy in the Middle East as its main concern was US not taking China and Russia seriously as threats in the post-Cold War era.

After 9/11, the people responsible for it added in all that spread democracy stuff to their world view.
