If I had to guess, the FOP’s trying to latch onto the BPD’s investigation to suggest that Mosby is engaged in malicious prosecution, that there is no factual basis to the charges, and that she needs to be removed from the case and replace with a prosecutor who will (they hope) drop the charges down or just dismiss them outright.
