And that’s what makes Manchin’s whole “tradition” bit such bullshit, that the modern filibuster is not Jimmy Stewart standing up before Congress to talk as long as he possibly can, it’s a staffer passing a memo to the Majority Leader says “filibuster” and then the bill languishing until either the majority party feels they’ve the votes to move the bill forward or it dies a quiet death without a minute of debate.

Manchin said: “We need some good rules changes to make the place work better. But getting rid of the filibuster doesn’t make it work better.”
So no to getting rid of the filibuster.
But some kind of change is necessary
