According to Wikipedia, they have the choice of Uruguay, Chile, Tuvalu, Nicaragua, El Slavador, Dominican Republic, Belize, Cyprus, Vatican City, Ireland (but there’s a footnote to that), Maldives, or Laos.

I’d go to Cyprus, if I had to pick one.
