Almost right, it started out as such, though it was not the case later.

BTW, after I read about the codes in Black’s book, I contacted him about one document he had mentioned but did not publish in full, and he kindly provided it to me for publishing. It’s a decoding key for the camp index files, with what basically are the Hollerith codes:
