The section of Title 4 on patriotic customs is quite clear you should stand when the national anthem is played or the flag is raised or lowered. It does not provide exceptions.

I’ll bet exactly zero of these conservative pearl-clutchers stand for the national anthem when it’s played on television in their living room.
